Traughber opened Public Hearing on the proposed Rezoning and Preliminary Plat of Eastview Estate at 6:31pm. Brad Beck, the engineer for Ken and Blaine Kuchel, the owners of Eastview Estate, explained the plat as recommended by the City of West Okoboji’s Planning and Zoning. Beck explained how the 4 phase of the plat would be triggered, along with how the utilities and roads would be installed. Beck added that the 64 acres plat only had 41 lots. Ladegaard explained how each phase would be bonded as they went to final plat.
Paxton/Booth/carried approving the first read of an ordinance to rezone said Eastview Estates Plat from agricultural to the following: lots 1-15 and 36-41 as commercial and lots16-35 residential with a general office agreement as allowed by Iowa Code 414.5 on commercial lots 1-2 and lots 36-41 as shown on Preliminary Plat.

STREETS .
Rice reported that Blacktop Service had finished the seal coat project for the year.
Mayor Traughber stated that there are a lot of golf carts driving on the streets, and maybe we should look into an ordinance like the City of Milford has done. Jim Bonnstetter
stated that he would get a copy of an ordinance and get it to Rice.
WATER
Rice reported that the Wheeler Wood’s water main project has passed testing. The water main will be on line in about a week.
PARKS & REC
Ladegaard/Booth/carried to approve Resolution 2008-5 which if the grant is approve, will allow the trail from Emerson Bay Recreation Area to Three Cross Road

Petersen reported that the “WOW” group would be mulching trees along HWY 86 Wednesday night at 6:30. Petersen stated that the Howard Titterington Park would need to be planted by June 30. Petersen also wanted Rice to check on the sign for the Howard Titterington Park.
Booth would like to see an ordinance that when residents cut trees down to build, that they would replace them with new trees. Rice is directed to check into an ordinance.
Ladegaard would like to see contracts for Rosabes’s rental property. Rice stated the City had not received them yet
Rice had went to the Terrace Park Beach association meeting and they would like to paint 2 cross walk across Okoboji Blvd. The Council had no problem with the request.
Traughber would like to see the City bury more electric lines. Rice is to contact Bruce Lefevre form Alliant Energy. Rice stated that the City had bids for street lights for Three Cross Road.
