Traughber requested we go right to New Business.
NEW BUSINESS
Bob Shaw explained how helpful the City had been to the Discovery House with the contributions over the years. Shaw added how the Discovery House saves the communities, because a lot of the people they house would be in jail. The jail cost per day would be $87.00 a day, where their cost is $50.00 a day per person.
Julie Schieb stated they have residents from other Counties living at the home. At this time their funding is coming from the City’s of Dickinson County. Schieb and Shaw are going to neighboring Counties to ask for funding too.
Staci Olsen had a request for exception for his dock next to the Public access at Jeppesen Road Access. Olsen’s dock had been in the same spot since 1973. Rice explained that Olsen had worked with the people on the Public Access to make sure that their hoist would work on the access. Olsen would like a long-term agreement with the City for access. Seih would like the Motion to state by the year, because of all the issues the City has had with the Access over the years.
Motion/Paxton/Ladegaard/carried to sign the requests for the exception with the stipulation Olsen would have to renew it every year with the Council.
Olsen would like to buy a portion of the Access. Olsen stated if he could buy a triangle piece it would not take away from the Public Access but would ensure a place for a dock for his property. Traughber explained that we had been approached about selling this before and had no interest in selling. Petersen would not be in favor of selling any Lake Access. The consensus of the rest of the Council would be not to sell any of the Public Access.
Rice explained to the Council the forks that they have been borrowing for the last few years are bending the bucket on the new tractor. Rice stated the forks they need are $825.00.

The Council set the Public hearing for the Budget for March 9, 2009 at 6:30 p.m. at City Hall.
COMMITTEE REPORTS
Rice reported the check valve at Jeppesen Road and Hwy 86 had back flow, so it had been shut off until the problem could be fixed. This valve is one of the three place water from Milford is received.
Rice reported that Waste Management has added a Fuel/Environment charge of $8.00 a load starting February 1st. Then an increase of a $1.00 a ton the first of July, which has been their normal increased that for the past 4 years. This year H & H Recycling increases their rate by $200. a month. The City has not increase garbage or recycling fees to compensate for any rate increase. Rice was director to check on how the increases will affect the budget.
Rice is going to send for bid to get the sign at Howard Titterington Park stoned. Rice asks the Council what part of the sign they would like to have stoned? The consensus of the Council is to just have the front and the pillars done with stone. The Council directed Rice to look into Playground equipment for the park too.
Traughber had gotten the go ahead to place the City Sign on the church property.
UNFINISHED BUSINESS
Traughber would like the City to bury electrical lines along with the replacement of water mains and road resurfacing at the same time to save tax dollars. Rice explained from the Pump house to Jeppeson Road is all 4” lines. Also from Jeppeson Road to the end of Jones Beach is a 4” water main. Rice stated that it is looped back from Jeppesen Road to the mailboxes at Jones Beach. Traughber stated the Committee would be meeting with Alliant Energy on the area around Terrace Park where the City has had problem with overhead lines.
